This is because she adopts whatever personality she thinks the people around her prefer. This stems from the most obvious aspect of her "true" personality: she wants to keep everyone around her as happy as possible.
So, she always puts on this happy, almost bubbly, front regardless of how she's actually feeling. After all, people looking sad around her makes her feel a little sad, and she doesn't want anyone to feel like that. She never cries or looks angry, and about the only time she's not able to completely hold up the facade is when she's worried or anxious. That's especially true if someone wants her to do something she thinks is "bad" or just an overall bad idea.
Coupled with that, she doesn't want anyone to feel bad about themselves either, so she tends to downplay her talents and intelligence. History: Shizuka was born in the smallest village in Japan to a somewhat disfunctional family. From the outside, they rarely appeared that way until they started talking about religion. Her parents were Jehovah's Witnesses, and it naturally passed onto her. While devotion to God was important in her household, devotion to her mother was an even greater importance. Everything revolved around her. When she was sad she made sure everyone was sad. No one was allowed to be happy while she was sad. When her mother was happy, everyone had to be happy. If anyone was sad while she was happy, then she'd get sad, which meant everyone else would also be sad. Everyone had to do what she wanted, always, or she would be sad.
Her parents ended up having four more children, Shizuka being the oldest of the five, which ended up putting even more pressure and responsibility on her. Even though she was only three when the first two were born (they were twins) she was still expected to help take care of them, and be a good role model for them. That pressure only got stronger as she got older. Every action she took was scrutinized and every misake she made, even if it was minor, was punished harshly because she was supposedly setting such a bad example for everyone else.
The combination of these factors squashed most of her individuality and any chance she might have had at some self-exploration and discovery, and made her start thinking in black and white terms. She stopped thinking in terms of right or wrong and started thinking in terms of good or bad, or things she should do or should not do.
Her life wasn't all bad though. She did manage to develop a couple of hobbies, the biggest of which was going camping with her father. Eventually, he taught her how to hunt and would take her with him, even if it was difficult for him to get the extra gun.
Eventually, her father's work required the family to move to the city. Shizuka was apprehensive about this, but there was little they could do about it. They had about six months notice, so rather than risk losing some of their firearms since they wouldn't be hunting as much, they took advantage of a clause in the gun laws that would let Shizuka keep one despite only being 15. People over the age of 14 were allowed to keep a firearm if they were in competetion and were quite good at it. So, shortly before the move to Tokyo, she competed in a regional competetion in Hokkaido and managed to take first place. From there, she intended to enter others because she found it fun and it was a good way to meet people. She was just sad that she was going to have to say good-bye to the people she met at her first competition so soon.
The move was quiet, and their new apartment was even more crowded than the small house they lived in before. She was amazed that anyone could fit into buildings like this. The claustrophobic nature of the city made it even more difficult for her to sleep than it already was with all the lights and noise that came with the city. During one of the nights, she heard a weird squelching sound coming from the living room. She wasn't really supposed to leave her room after bed time unless she was just going to the bathroom, but she didn't hear anyone else getting up and there was clearly something wrong. To make matters even more strange, before she left the room she took a look at where her little sister was sleeping, but the only thing there was a child-sized coffin. There was definitely something going on.
Completely unarmed, she carefully approached the living room in nothing but her pajamas. There were five weird blobs there that were nothing like she had ever seen before. Was she dreaming? She quickly dismissed that option once they all swarmed her and started beating her up really badly. They hit harder than any predator she's ever dealt with and were even capable of throwing fireballs and bolts of lightning at her. It didn't hit her until a few attacks in, but this was going to kill her if she didn't do something. Shizuka knew she wasn't supposed to take out any weapons unless she was going to go compete, but right now she wasn't thinking about the rules of the house. There were monsters in the living room, she was going to die, something happened to her sister, something might have happened to everyone else, she couldn't let these monsters hurt any of her family members. She shot at them, but the first few shots did barely anything at all. Another attack came, and at this point her pajamas were completely shredded, she was burned and bleeding in several places and was barely even able to stay consious. As her consciousness was fading, she continued shooting even though she could barely make out what was happening. Somehow, she managed to to fight off a few of them, enough to make the others disappear completely somehow. At the exact same time, there was no eerie green glow coming through the windows either, so she just assumed that she managed to fight them off somehow. The real trouble was going to be how she was going to put this away, get back in bed and fix her pajamas.
Unfortunately, she continued to hear noises like this every night after that incident. None of them were in the living room fortunately, but every night she would hear the noise, see her sister in the coffin, and then look out side and see more of the monsters crawling around outside. Shizuka didn't know what to do about it, but as it continued she figured she would have to do something eventually. What if they came back?

- Due to her hunting and camping experience, she's actually reasonably skilled in basic first aid. She can't do it fast enough, or well enough, for it to be useful in battle, but she can at least make sure wounds are treated after battle.
- Shizuka is also a very good cook and overall survivalist. It wasn't unusual for her and her father to go camping with no supplies but the car and the guns and otherwise fend for themselves. Sadly, she hasn't figured out how to apply this to the city yet. It's a completely different world.
